Abstract

La presente tesis doctoral tuvo como tema central el liderazgo pedagógico, puntualmente se analizó la influencia de las prácticas de gestión curricular de las Unidades Técnicas Pedagógicas (UTP) en las prácticas docentes de establecimientos municipales de Chile. Específicamente en las regiones Bío Bío y Araucanía. Esta investigación está organizada en cinco bloques y once capítulos con sus respectivos sub apartados. El estudio surgió a partir de la vigencia que tienen los liderazgos en las organizaciones escolares en el campo investigativo y la fuerte permeabilización en todos los ámbitos de gestión escolar. Principalmente, se indagó como sujeto de estudio aquellos liderazgos pedagógicos, que en Chile son denominados Jefes de Unidades Técnicas Pedagógicas (JUTP), sus prácticas de gestión curricular y cómo estas influyen en las prácticas de los docentes. Además, se diseñó un modelo de gestión curricular a partir de la evidencia recolectada en la investigación. La tesis siguió un marco metodológico bajo un paradigma interpretativo lo cual permitió profundizar el conocimiento y comprensión del por qué de la realidad del fenómeno estudiado, considerando el dinamismo y diversidad del ámbito educativo. Se trabajó con un método mixto de investigación en el cual se complementaron los diseños cualitativos y cuantitativos. Estos diseños se aplicaron en dos fases distintas y se integraron en los apartados de discusión de resultados y conclusiones. La fase cualitativa se trabajó con enfoque de estudio de casos y la fase cuantitativa fue del tipo descriptiva. El trabajo de campo se realizó en dos regiones de Chile encuestando a 567 Jefes de Unidades Técnicas Pedagógicas (JUTP) y realizando un análisis de profundización en 5 casos. Las técnicas de recolección de información fueron: el cuestionario, entrevistas individuales, focus group, observación participante y análisis documental. Entre los resultados encontramos que los JUTP tienen mayor preparación en ámbitos de gestión pedagógica que los directores; además, utilizan entre el 40 y 100% de su tiempo en tareas de la enseñanza y el currículo. Realizan evaluaciones internas a las profesores por lo menos una vez al año, poniendo el foco en las metodología y la interacción profesor-estudiante, sin embargo, dejan aspectos como la didáctica y teorías de aprendizaje relegados a un segundo plano, siendo reconocida como una debilidad competencial. Manifiestan que como principal limitante para sus funciones son del exterior del establecimiento, especialmente, originadas por los sostenedores de los establecimientos. A nivel de implementación de prácticas de gestión, nos encontramos que ellos implementan sobre un 90% todas las prácticas de liderazgo pedagógico. En cuanto, a la influencia que estas tienen en las prácticas docentes, nos encontramos que, la reflexión pedagógica; monitoreo al aula y el seguimiento de la cobertura curricular, sí tienen una correlación positiva con algunas de las prácticas docentes, como por ejemplo: análisis de las actividades de clases, análisis de clases, interacción pedagógica, calidad de retroalimentación, reflexión pedagógica, entre otras. Entre las conclusiones que se obtuvieron a partir de los resultados y dando respuesta a los objetivos de la investigación, nos encontramos, que los JUTP ejercen la mayoría de funciones del liderazgo pedagógico. Por otra parte, son reconocidos como líderes pedagógicos por el cuerpo docente y, a nivel de prácticas, tienen una influencia directa y positiva en varias de las prácticas pedagógicas de los profesores. Son capaces de articular sus prácticas con las acciones estratégicas de la organización y distribuirse laborales con los directores de los establecimientos. A nivel de normativa, se encontró que no existe una política clara con respecto a las funciones de estos profesionales, no existe una formación específica para asumir estas funciones y que su integración en las organizaciones depende tanto del sostenedor como de los directores.


This doctoral thesis had as its central theme the pedagogical leadership, promptly analyzed the influence of the practices of curriculum management units (UTP) Pedagogical techniques in the teaching practices of municipal establishments of Chile. Specifically in the Bío Bío and the Araucanía regions. This research is organised into five blocks and eleven chapters with their respective sub-paragraphs. The study arose from the entry into force of the Leadership in school organizations in the field of research and the strong permeabilization in all areas of school management. Mainly, we inquired as a subject of study those pedagogical leadership, that in Chile are called Heads of Units Pedagogical techniques (JUTP), their practices of curriculum management and how these influence the practices of teachers. In addition, design a curriculum management model on the basis of the evidence collected in the investigation. The thesis followed a methodological framework under an interpretive paradigm which allowed to deepen the knowledge and understanding of the reality of the studied phenomenon, considering the dynamism and diversity of the field of education. We worked with a mixed method research in which were supplemented by qualitative and quantitative designs. These designs were applied in two distinct phases and were integrated in the discussion of results and conclusions. The qualitative stage will work with case study approach and the quantitative stage was descriptive. The field work was carried out in two regions of Chile by surveying 567 Heads of Units Pedagogical techniques (JUTP) and performing an analysis of deepening in 5 cases. The data collection techniques were: the questionnaire, individual interviews, focus groups, participant observation and documentary analysis. Among the results, we found that the JUTP have greater preparation in areas of educational management that managers; in addition, they use between 40 and 100% of their time on tasks of teaching and the curriculum. Internal assessments to the teachers at least once a year, putting the focus on the methodology and the student-teacher interaction, however, they leave aspects such as teaching and learning theories relegated to the background, being recognized as a weakness. They say that as the main constraint to their functions are outside the establishment, in particular, caused by the holders of the establishments. At the level of implementation of management practices, we find that they implement on a 90% all practices of pedagogical leadership. With regard to the influence they have in teaching practices, we find that the pedagogical reflection; monitoring to the classroom and follow-up of the curricular coverage, if they have a positive correlation with some of the teaching practices, such as for example: analysis of the activities of classes, class analysis, pedagogical interaction, quality of feedback, pedagogical reflection, among others. Among the conclusions that were obtained from the results and giving response to the objectives of the investigation, we find that the JUTP exercise most of the functions of the pedagogical leadership. On the other hand, are recognized as pedagogical leaders by the teachers and, at the level of practice, have a direct and positive influence in several of the pedagogical practices of teachers. They are able to articulate their practices with the strategic actions of the Organization and distributed with the directors of the establishments. At the level of regulation, it was found that there is a clear policy with regard to the functions of these professionals, there is a specific training to take on these roles and their integration in organizations depends on both the holder and the directors.
