Abstract

Per poder entendre com actuen i com canvien les institucions, és fonamental observar les creences –amb el seu repertori de conceptes, teories i narracions- dels actors que hi intervenen. La tesi aplica un enfocament interpretatiu a la recerca de creences sobre el govern local i el municipalisme entre els alcaldes de ciutats catalanes. Aquestes creences estan inserides en "mites polítics", concebuts com a narracions amb un fort component emocional que no només expliquen l’acció col·lectiva, sinó que també la poden desencadenar. El punt de partida de la recerca empírica és una paradoxa sorprenent: perquè els governs locals, que són la ventafocs de les administracions públiques, solen reivindicar-se com els més adequats per resoldre els complexos problemes actuals? Els ajuntaments espanyols són paradigmàtiques en aquest sentit. Pertanyen al model Sudeuropeu de governs locals, i són, per tant, molt modestes en competències i recursos. No obstant això, han arribat a ser considerats actors actors sistèmics clau. La tesi sosté que això té a veure amb una poderosa mitologia que anomeno del municipalisme progressista, de la qual la Catalunya urbana constitueix un cas paradigmàtic. Inspirats per l'exemple de Barcelona, ​​els ajuntaments d’esquerres van gaudir de tres llargues dècades (1979-2011) d'hegemonia institucional i van exercir una influència ideològica que anava més enllà de la seva esfera de partit. La tesi descriu els mites clau del municipalisme progressista en el seu context històric: 1. Ajuntaments polítics; 2. Implicació necessària; 3. Planificació transformadora, 4. Participació ciutadana i 5. Opressió centralista. En un context de crisi econòmica, austeritat i recentralització l’any 2011 els partits d’esquerra van perdre, per primer cop en 32 anys, les eleccions municipals. La part empírica de la tesi té per finalitat comprovar com es posicionen els actors polítics locals respecte als mites del municipalisme progressista, ara que aquest està en crisi: fins a quin punt hi segueixen creient, fins a quin punt hi ha idees noves. La recerca es fa amb metodologia Q. Essent una eina relativament nova, és presentada i explicada amb tot detall en un dels capítols de la tesi. Per generar les dades es va demanar a 23 alcaldes i alcaldesses de municipis catalans d’entre 20.000 i 100.000 habitants i color polític divers que classifiquessin 40 enunciats sobre els 5 mites del municipalisme progressista segons el seu grau d’acord o desacord. Ho havien de fer en una escala numerada -4/+4 però sobre un tauler especial, amb un nombre de caselles per valor preestablert i forma de distribució normal, que en certa manera força la persona a revelar les seves prioritats. A més a més, també se’ls va demanar que comentessin els enunciats, i aquests van ser enregistrats. Per tant, l’anàlisi es fa a partir de la integració de dades quantitatives i qualitatives. L’anàlisi de les dades quantitatives es basa en la tècnica de l’Anàlisi de Components Principals. Les dades identifiquen “clústers” o agrupacions de persones a l’entorn d’una manera específica de col·locar els enunciats i, per tant, de pensar el municipalisme. De l’anàlisi en van sortir cinc “factors” que, considerant totes les dades recollides, van acabar sent desenvolupats en cinc perspectives diferenciades de municipalisme. Concretament: 1. Municipalisme Personalista 2. Municipalisme Comunitari 3. Municipalisme Protector 4. Municipalisme Pragmàtic 5. Municipalisme Responsable Més enllà de desenvolupar a bastament els continguts de cada una d'aquestes perspectives del municipalisme, la tesi també analitza fins a quin punt els alcaldes que tenen un pensament similar comparteixen determinades característiques, com l’edat, o la ideologia. Finalment, en les conclusions s’apunten algunes reflexions sobre el canvi que està vivint el municipalisme a Catalunya i cap a on podria apuntar en el futur.


In order to understand how institutions act and how they change, it is crucial to look at the beliefs held by the intervening actors, which reflect a repertoire of concepts, theories and narratives. The thesis applies an interpretive approach to ther research of beliefs on local government and localism among urban mayors in Catalonia. These beliefs are embedded in “political myths”, understood as narratives with a strong emotional component that not only account for, but effectively trigger collective action. The point of departure of the empirical reasearch is a striking paradox: Why do local governments, being the Cinderella of public administrations, tend to be celebrated as the ones most suited to solve the complex problems of present times? Spanish local authorities are paradigmatic in this regard. Ascribed to the Southern European model, and accordingly very modest in competences and resources, they nonetheless came to be celebrated as key systemic players. I contend that this relates to the powerful mythology of progressive localism, which was most paradigmatic in the case of urban Catalonia. Inspired and led by the example of Barcelona, left-leaning local governments enjoyed three long decades (1979-2011) of institutional hegemony and exerted a strong ideological influence well beyond its borders. The thesis describes the key myths of progressive localism in their historical context: 1. Political Councils; 2. Necessary Involvement; 3. Transformative Planning, 4. Citizen Participation and 5. Centralist Oppression. In a context of economic crisis, austerity and re-centralization in 2011the leftist parties lost, for the first time in 32 years, the municipal elections. The empirical part of the thesis aims to verify how local political actors are positioned with respect to the myths of progressive municipalism, now that it is in crisis: to what extent are they still believers, to what extent are ther new ideas in sight. The research is done with methodology Q. Being a relatively new tool, it is presented and explained in detail in one of the chapters of the thesis. To generate the data, 23 mayors of Catalan municipalities of between 20,000 and 100,000 inhabitants and politically diverse, were asked to classify 40 statements on the 5 myths of progressive municipalism, according to their degree of agreement or disagreement. They had to do it on a scale numbered -4/+ 4, but on a special board, with a pre-established number of cells by value and a normal distribution form, which in some way forces the person to reveal their priorities. In addition, mayors were also asked to comment on the statements, and all comments were recorded. Therefore, the analysis is made from the integration of quantitative and qualitative data. The analysis of quantitative data is based on the technique of the Principal Components Analysis. The data identifies "clusters" or people grouping around a specific way to place the statements and, therefore, a specific way of thinking about localism. The analysis revealed five "factors" that, considering all the data collected, ended up being developed as five distinct perspectives of localism. Specifically: 1. Personalistic localism 2. Community localism 3. Protective localism 4. Pragmatic localism 5. Responsible localism Beyond developing the contents of each of these perspectives, the thesis also analyzes to what extent mayors who have similar thinking share certain characteristics, such as age, or ideology. Finally, the conclusions point out some reflections on the change that localism is experiencing in Catalonia and to where it could head to in the future.
