Violencia política de estado en el Chile postdictatorial

Abstract

Transcurridos más de veinte años desde el fin de la más reciente dictadura, informes de organismos de derechos humanos y literatura especializada manifiestan la presencia permanente de violencia política ejercida por agentes del Estado chileno en el espacio público, en recintos de detención y en la prisión política. Ante esto, en la presente investigación he buscado comprender la constitución del dispositivo de violencia política estatal en la postdictadura chilena (1990-2016). En respuesta a la fragmentación temática de los estudios actuales sobre el tema, implementé un diseño metodológico dirigido a conectar elementos heterogéneos, mediante la construcción de un corpus de documentos producidos por instancias del Estado, que abarca elementos jurídicos, institucionales y materiales, abordados con herramientas del análisis de discurso y análisis de dispositivos. Mis resultados comienzan con una caracterización de las violencias políticas estatales postdictatorial, para luego profundizar sobre orden público, seguridad y violencia política, finalizando con una mirada diacrónica sobre el desarrollo del dispositivo. Concluyo que existen elementos de continuidad y de cambio con el periodo dictatorial previo, con presencia de usos legales e ilegales de la violencia política estatal, sustentados por elementos normativos e ideológicos, y ejecutados con la balanza a favor del agente estatal.

The most recent dictatorship in Chile ended more than twenty years ago. However, reports from Human Rights organizations and specialized literature show that there is political violence by State agents permanently. This happens in the public space, detention places and in political prison. Considering this fact, the purpose of this research is to understand the constitution of the State political violence dispositif (apparatus) in the Chilean postdictatorship (1990-2016). In response to the thematic fragmentation of current studies on this subject, the methodological design of this study aims to connect heterogeneous elements, through the construction of a documental corpus. All texts were produced by the State and include legal, institutional and material elements. I analyze them with tools from discourse analysis and dispositif (apparatus) analysis. My results begin with a characterization of State political violence in the post-dictatorship period, to later refer to public order, security and political violence, ending with a diachronic view on the development of the device. I conclude that there are elements of continuity and change with the previous dictatorship period, with the presence of legal and illegal uses of State political violence, supported by normative and ideological elements, and executed with the balance in favor of the State agent.
