Abstract

El concepto de derecho a la ciudad ha sido retomado en las últimas décadas en debates en torno a temas de justicia social y también ha inspirado a movimientos que lo han tomado como bandera en distintas luchas urbanas. En el contexto actual, el derecho a la ciudad apunta hacia un cambio en las relaciones de poder y hacia el ejercicio de una nueva ciudadanía, representando una apertura hacia nuevas políticas urbanas y hacia una mayor democracia. Dentro de las luchas urbanas que enarbolan el derecho a la ciudad, las luchas por la vivienda toman un papel importante al ser un problema persistente tanto en los países desarrollados como en los países en vías de desarrollo. En América Latina, la producción social del hábitat ha emergido como respuesta de los grupos organizados en contextos en donde el papel del Estado frente a los problemas habitacionales, principalmente de los sectores populares, es prácticamente ausente. A través de estas prácticas, los pobladores satisfacen sus necesidades habitacionales mientras luchan contra la marginalización y segregación urbana y social. Esta modalidad de producción habitacional, además de representar una alternativa para los grupos organizados en el acceso a la vivienda, tiene un gran potencial como un medio para avanzar en la construcción del derecho a la ciudad al promover el ejercicio de prácticas democráticas y la construcción de ciudadanía. El objetivo de este trabajo de investigación es analizar las condiciones en las cuales la producción social del hábitat puede avanzar más allá del acceso a la vivienda e impulsar una lucha por el derecho a la ciudad. El análisis se centra en dos casos de producción social del hábitat en la Ciudad de México que han logrado trascender el acceso a la vivienda. La tesis demuestra que para que estos procesos logren avanzar en la construcción del derecho a la ciudad deben de tomar consciencia de su papel como un movimiento urbano y perseguir el ejercicio de una nueva ciudadanía. Así mismo, deben de articular a distintos actores, en donde la clase media desempeña un papel fundamental en la movilización de recursos y en la asesoría técnica en las distintas etapas del proceso.


The concept of the right to the city has regained prominence in the last decades in debates around social justice and it has also inspired movements that have adopted it as a banner in urban struggles. In the present context, the right to the city points to a change in the power relations and the exercise of a new type of citizenship. And it represents an opportunity to new urban policies and a greater democracy. Within the urban movements that claim the right to the city, struggles for housing are important, as housing is a persistent urban issue in both developed and developing countries. In Latin America, the social production of habitat has emerged as a response from organized groups in contexts where the role of the State in the face of housing issues, mainly for the popular sector, is practically absent. Through this kind of practices, the inhabitants satisfy their housing needs while fighting against marginalization and urban and social segregation. This type of housing production, besides representing an alternative for organized groups in the access to housing, has a great potential as a way to move forward the right to the city, as they promote the exercise of democratic practices and the construction of citizenship. The objective of this research project is to analyze the conditions under which the social production of habitat can go beyond the access to housing and promote the right to the city. The analysis focuses in two cases of social production of habitat in Mexico City that have transcended the access to housing. The thesis proves that for these processes to move forward the right to the city, they must become aware of their role as an urban movement and pursue the exercise of a new citizenship. Furthermore, they must articulate different actors, where the middle class plays a fundamental role in resource mobilization and in technical advice at the different stages of the process.
