Climate change, migration, and corrective duties: Thinking beyond sinking islands

Abstract

The philosophical discussion on climate change and migration to date has focused mainly on the case ‘sinking islands’. Though critical, this case represents only a small fraction of the empirical and normative landscape of climate-related migration. This thesis zooms out from sinking islands with two aims. The first is to shed light on the complexity of the phenomenon of migration in the context of climate change. To that end, the thesis provides a framework to make sense of the heterogeneous and causally intricate relation between climate change and human mobility. The second aim is to address some of the normative challenges raised by this complexity, in what is identified as the most prevalent migration scenario: Climate Degradation. Adopting the outlook of corrective justice, the thesis discusses its implications regarding the nature and extent of duty-bearers’ responsibility for climatic impacts and climate victims’ rights of entry into other states.

La discusión filosófica sobre migración y cambio climático se ha centrado principalmente en el caso de las islas en desaparición. Aunque crítico, este caso tan sólo representa una pequeña fracción del panorama empírico y normativo de la migración vinculada al cambio climático. Esta tesis amplía el foco con dos objetivos. El primero es arrojar luz sobre la complejidad de este fenómeno. Para ello, la tesis elabora un marco para entender la heterogeneidad y complejidad causal de la relación entre el cambio climático y la (in)movilidad humana. El segundo objetivo es abordar algunos de los desafíos normativos planteados por el escenario migratorio más extendido, identificado como Degradación Climática. Asumiendo la perspectiva de la justicia correctiva, la tesis investiga las consecuencias de estos escenarios en relación a la naturaleza y el alcance de la responsabilidad por los impactos climáticos, así como los derechos de entrada de las víctimas del cambio climático.
